State Comptroller Roland Burris (left) and Gov. James Thompson (center) presented CUB with a $100,000 start-up loan from the state. Accepting it are CUB Board President Howard Learner and Executive Director Susan Stewart. CUB paid the loan back, with interest, two years later.
